The Federal Government requires colleges to measure students' progress toward their degrees for the determination of eligibility for Title IV Federal Aid. Students who do not make satisfactory academic progress (SAP) in accordance with the Title IV Federal financial aid standards are ineligible for Federal financial aid.
Federal financial aid also known as Title IV aid includes Federal Direct Student Loans, PELL Grant, SEOG grant, Federal Work Study, and Federal Perkins Loans. The guidelines that follow were first published by the CUNY Office of the Vice Chancellor for Student Affairs on May 19, 1995 and have been subsequently revised to satisfy the requirements of the revised SAP regulations set forth in 34 CFR 668.34 which took effect July 1, 2011.

Standards for Students in Undergraduate Degree Programs
In order to be making satisfactory academic progress toward a degree, for purposes of receipt of Title IV student financial assistance, an undergraduate student must meet ALL the minimum standards specified below.
A. Minimum GPA – achieve at least the GPA required to meet the college’s minimum retention standard, or successfully appeal to be placed on academic probation; if enrolled in a program of more than two years, achieve at least a “C” average, or its equivalent, at the end of the second academic year, or have an academic standing consistent with the requirements for graduation.
B. Maximum Time-frame – may not attempt more than 150% of the credits normally required for completion of the degree.
C. Pace of Progression ·
For baccalaureate programs, accumulated (or earned) credits must be equal to or greater than [(.75 x cumulative credits attempted) - 18].
All undergraduate students (whether aid recipients or not) will be measured against each of the three SAP components at the end of the spring term to determine eligibility for receipt of Title IV student financial assistance in the upcoming year.

Standards for Students in Graduate Degree Programs
In order to be making satisfactory academic progress toward a degree, for purposes of receipt of Title IV Federal Student Assistance, a graduate student must meet ALL the minimum standards specified below.
A. Minimum GPA – maintain a minimum GPA of 3.0 or better, or have an academic standing consistent with the requirements for graduation.
B. Maximum Time-frame – may not attempt more than 150% of the credits normally required for completion of the degree.
C. Pace of Progression – must accumulate credits toward the degree greater than or equal to two-thirds the cumulative credits attempted at the institution.
All graduate students (whether aid recipients or not) will be measured against each of the three SAP components at the end of the spring term to determine eligibility for receipt of Title IV student financial assistance in the upcoming year.

APPEALS
If you are a Federal aid recipient, or if you intend to complete the application for Federal student aid, you may NOT receive any federal funds until you regain your eligibility. You may regain eligibility in one of three ways.
>> If as of the end of the Spring 2012 semester, you don't meet the standard AND you enroll in Queens College during the 2012-2013 academic year, we will evaluate your record again in June of 2013. You may regain your Title IV SAP eligibility for the following year if you meet the Title IV standards at that time.
>> Any student who has lost his/her Federal SAP eligibility is allowed to appeal his/her status, without waiting a year. A waiver of the requirements may be granted if your failure to make satisfactory progress is due to an unusual or extraordinary situation, such as a serious illness or a death in your immediate family.
Undergraduates who wish to apply for a waiver should make an appointment with a counselor from the College Counseling and Resource Center, located in Frese Hall 1st floor, within one month of receiving a notice or having a TIV negative service indicator appear on the student's CUNYFirst record. >> Students who choose to remain enrolled without the receipt of Federal Financial Aid may request a review of their academic records after the Fall term. A determination of eligibility will be made at that time. If the standards are met, eligibility is regained for subsequent semesters.
