 Provisional Certificate

This type of certificate is currently available for applicants and is within the
Pupil Personnel Service area of interest.


  • A certificate of this type is issued as the entry-level certificate for pupil personnel professionals


  • Valid for five years

Leads to:

  • Provisional Renewal or Permanent Certificate

Application Fee:

  • $50 based on completion of a New York State approved program (with Institutional Recommendation)
  • $100 using all other pathways


  • Approved Teacher Preparation Program Pathway
    • Completion of a NYS Registered Program 
    • College Institutional Recommendation 
    • DASA (Dignity for All Students Act)
    • Fingerprint Clearance

This certificate is NOT printed at the time of issuance.
Verify this certification in the TEACH System.

 Time Extension

NON-REFUNDABLE fee of $50 is required for each request. A time extension application will not be evaluated until the fee requirement and a TEACH online application are completed. Maintain all supporting documentation for your files as time extension applications may be audited. Applications for time extensions will not be accepted prior to seven months before the expiration date of the certificate.

        Extension to a certificate effective March 14, 2017
The time validity of an expired Provisional Pupil Personnel Service or Provisional Renewal Pupil Personnel Service certificate may be extended for three years from the date the certificate expired, if one of the conditions below applies to the certificate holder during the validity period of the certificate:

  • The certificate holder is on leave from his/her teaching duties because of childbearing, child rearing, serious illness, or extended illness.
  • The certificate holder is serving with the Peace Corps or other volunteer organization.
  • The certificate holder’s service as a teacher has been discontinued as a result of abolishment of teaching position(s) in the school district in which employed.
  • The certificate holder, because of extreme hardship or other circumstances beyond his/her control, was unable to complete the requirements for the Permanent or Professional certificate in a timely manner, excluding normal family commitments or inconvenience.

  • ​Completion of a Program that leads to Provisional Certification
  • DASA (Dignity for All Students Act)
  • Child Abuse Seminar
  • School Violence (SAVE) Seminar
  • Alcohol & Drug Abuse Seminar*
  • School Safety Seminar
  • College Recommendation Request Form

*Counselor Ed students may substitute course
ECPCE 802 - Special Issues in School Counseling
ECPCE 708 - Ethics, Clinical Issues, and Crisis Intervention
for the Alcohol & Drug Abuse Seminar
Proof of course completion can be submitted on student transcript.



 Provisional Renewal

Pupil Personnel Service:
If you hold a Pupil Personnel Service Provisional certificate, you may renew your expired Provisional certificate one time for a period of five years.
  • School Psychologists
You must have completed all requirements for the Permanent certificate, with the exception of the experience requirement.
  • School Counselors
To qualify for the renewed Provisional certificate for school counselors, you are required to have completed all requirements for the Permanent certificate, with the exception of the academic and experience requirements.
