ePermit & Non-CUNY Permit

Whether you are a student taking classes elsewhere or a visiting student enrolling here, the correct permit process protects your credits, financial aid, and registration standing.

Which process applies to you?

  • CUNY ePermit. QC students taking courses at another CUNY college, or CUNY students taking courses at QC.
  • Non-CUNY Permit. QC students taking courses outside the CUNY system who need credit applied toward a QC degree.
  • Visiting students. Students from other colleges enrolling at QC for a term (CUNY via ePermit, non-CUNY via non-degree application).

What is the CUNY ePermit

The CUNY ePermit allows CUNY students to obtain permission to register for courses offered at other CUNY colleges. The request is submitted electronically in CUNYfirst. Application eligibility is dependent on current academic standing. Some students may have to finish a semester and earn a qualifying Queens College GPA prior to applying. Who is eligible to use the ePermit approval request system?

  • Must be a matriculated student currently in attendance at Queens College; a matriculated student is one that is actively pursuing and completing requirements for the degree that they have been accepted for.
  • Must be eligible to register for the term you are requesting the ePermit. If you had a break in attendance (i.e., missed a Fall or Spring term) you will not have registration access for future terms. You must submit a Reentry Form to admissions prior to applying for an ePermit.
  • Must meet all Queens College registration requirements (e.g., completed immunization records). Must NOT have any holds (negative service indicators) on their record that restrict registration (e.g., Bursar’s hold, Advising hold).
  • Must be at least a second semester freshman undergraduate student*. Please note that Summer is a session and NOT considered a semester.
  • Graduation applicants are NOT eligible for an ePermit beyond their graduation term. For example, Summer 2026 graduation applicants cannot apply for a Fall 2026 ePermit.
  • Must meet a minimum cumulative GPA threshold determined by current education status:
    • Undergraduate students — at least 2.0
    • Graduate students — at least 3.0

*If you are a transfer student, you may apply for an ePermit beginning in your first semester, provided you meet all other eligibility requirements. If you apply during your first semester, your GPA from your previous institution will be used to determine your eligibility.

Newly admitted and continuing Macaulay Honors College, CUNY BA, and ROTC students may apply for an ePermit starting in their first semester as freshmen but are also required to obtain approval from their advisors. These students must meet all other requirements, except GPA.

Residency Requirement

Please be aware that Queens College has a graduation residency requirement, which requires that a minimum number of credits and courses within your major be completed at Queens College (this is known as “in-residence”). For more information about graduation residency requirements, please consult your advisor and DegreeWorks. You may also use the What If tool in DegreeWorks to determine whether a course fulfills a requirement for your degree.

Non-CUNY Permit 
QC students wishing to take courses at another institution outside of the CUNY system must obtain permission prior to taking courses to receive credit toward their QC degree by using the Non-CUNY Permit form. Applications need to be submitted to the Registrar Office during the regular registration period for that semester or session. Retroactive or late permits are not granted approval. Additional directions can be found on page 2 of the Non-CUNY Permit form.

Students who need a consortium agreement for federal, state and/or institutional financial assistance need to complete the consortium agreement form through the Registrar’s Office.

Availability of Equivalent Courses

QC reviews ePermit requests using CUNY Transfer Rules. Before you apply, confirm that the host college course has a valid equivalent at QC. Use Transfer Explorer (T-Rex) to look up how courses transfer across CUNY colleges.

ePermit requests with invalid or no course equivalency will be denied.

For ePermits, set the fields this way:

  • Transferring From: The college where you will take the class (host college)
  • Transferring To: Queens College (your home college when QC is reviewing the permit)

CUNY to CUNY by Course — Use when you know one course and want to find its match at another college.

Example — You know your QC course and need the host college equivalent:

  • CUNY College → Queens College
  • Subject → e.g. SOC – Sociology
  • Catalog Number → e.g. SOC 101 – Introduction to Sociology
  • Select that the course transfers from other colleges, then click Submit

Example — You know the host college course and need the QC equivalent:

  • CUNY College → e.g. Borough of Manhattan CC
  • Subject → e.g. BIO – Biology
  • Catalog Number → e.g. BIO 210 – Biology I
  • Select that the course transfers to other colleges, then click Submit

Before you submit your ePermit

Research equivalency first, then confirm the course is actually offered at the host college for the term you plan to attend (including summer). Use Schedule Builder or the CUNY Global Class Search tool. Only request courses that are available for that session—applications for courses not offered in the term you select are usually denied.

QC does not deny an ePermit only because a host college course is closed or waitlisted, but the host college may still block registration if the section is full. Submit requests that are valid, eligible, and available before the deadline.

Open Transfer Explorer (T-Rex)

Students enrolled through ePermit or Permit must stay within QC’s maximum credit load. This total includes all QC coursework combined with any courses taken at another CUNY or non-CUNY institution through approved permits.

Maximum Credit Load by Term

Summer Session Up to 15 total credits across all summer sessions

These limits apply to matriculated undergraduate students in good academic standing and include both QC and ePermit/Permit credits. See the Academic Policies & Procedures for full details.

Notes by Term

Fall & Spring Semesters

  • Standard maximum: 18 credits
  • Includes all QC courses + ePermit courses combined
  • Overloads require approval from Student Advocacy

Winter Session

  • Maximum: 4 credits (typically one course)
  • Counts toward the overall academic load for the term

Summer Session — three sessions with a combined maximum of 15 credits:

  • Session 1: up to 6 credits
  • Session 2: up to 6 credits
  • Session 3: up to 9 credits

You may spread credits across sessions, but the combined total cannot exceed 15 credits.

Requests that exceed your credit limit will not be approved. Make sure you have enough available credit space before you apply.

Before you apply

  • Confirm you have enough available credit space before submitting a request.
  • ePermit approval does not guarantee enrollment at the host institution.
  • Check prerequisites, registration dates, and course availability at the host college.
  • ePermit cannot replace a course you are already enrolled in at QC.
  • Dropping a QC course does not guarantee a seat at the host college.
  • Credit overload requests must be approved by Student Advocacy.

Credit Overload Policy

Students who want to exceed the maximum credit limit must get prior approval from Student Advocacy. Approval is not guaranteed and depends on academic standing, GPA, and a justified course load.

ePermit Application Deadlines

Exact dates will be posted once confirmed. However, deadlines typically fall about one week before the start of the session. Please continue to monitor this page for the latest updates.

Note: Once the ePermit portal closes after the deadline, late requests will not be accepted.

Before you apply — check courses and equivalencies

Eligibility

  • Must be a matriculated CUNY student in good standing
  • Undergraduate students: minimum 2.00 cumulative GPA
  • Graduate students: minimum 3.00 cumulative GPA
  • Must meet all home college registration requirements (e.g., immunization records on file)

Eligible First Semester Students with No Queens College GPA

Transfer / Macaulay Honors College / CUNY BA / ROTC: Please submit your ePermit request to registrar@qc.cuny.edu. Use your CUNY email address and provide your CUNY ID number.

Be sure to include the following information:

  • Semester
  • Session
  • Host College
  • Host Course subject
  • Host Course number
  • Equivalent course at Queens College

Important Reminder

Approved ePermits are valid only for:

  • The specific host college
  • The specific host course
  • The specific host session
  • If applicable, the home course equivalent listed on the approved form

Any changes to or deviations from the approved request may result in the loss of transfer credit eligibility.

Credits are not eligible to transfer back when Queens College students finalize enrollment at other colleges with no matching pre-approval from the ePermit Unit in the Registrar Office. Invalid or non-approved credits will be for your personal record only and will NOT transfer back to your Queens College record or degree.

To view the status of your ePermit, use the following navigation:

  • Log in to CUNYfirst → Student CenterCourse Planning and Enrollment
  • Click “My ePermits” → NO to YES for the specific term

Initiated

Your ePermit request has been received by QC and will be reviewed in the order it was submitted.

Pending Committee Approval

Your request has been sent to the appropriate committee member(s) or advisor(s) for review.

Approved

QC has approved your ePermit and the host college will be notified electronically.

Denied

Your request has been denied by a QC administrator or the committee. Check CUNYfirst or committee comments for reason(s). No action is needed for denied requests.

Cancelled

You clicked the “Cancel” button. The ePermit is now invalid and cannot be reactivated.

How to cancel your ePermit:

  • Log in to CUNYfirst. In the Student Center, click Course Planning & Enrollment, then select ePermit from the left-hand side.
  • Click My ePermits.
  • Select the request you would like to cancel.
  • Click the Cancel button in the top-right corner of the ePermit form. Click Yes to confirm.
  • Once the ePermit has been cancelled in CUNYfirst, drop the course at the host college in CUNYfirst before the first day of classes to avoid tuition liability.
  • You are billed for your ePermit at QC. The charge is noted by the course PERM on your semester schedule. This charge can only be added or removed by the Registrar’s Office.

If a course is dropped at the host college after the semester has begun, you will be liable for the percentage of tuition at the time of the drop.
